Anyway,
I seem to have fixed the problem. Here's what I did if anyone ever has a problem like this. It's really odd how it worked though!
1) In display properties select the settings tab.
2) Select Advanced (A new window pops up).
3) Select the monitor tab.
4) Uncheck the box that says "Hide modes that this monitor cannot display".
5) In the drop down list this will add refresh rates that are apparantly my monitor should not be able to work with.
6) However, upon selecting 100Hz, it seems to work like a charm.
I dunno if this is an ok setting to use coz it may have some adverse effects on the Graphics Card, but hey, if it does go wrong I'm sure I could pick up a decent one for dirt cheap anyways. Hope this helps whoever has a problem like this in the future!
