An update: I decided to remove WickedGL and simply use the 3dfxvgl.dll from c:\windows\system32 renamed to opengl32.dll for running Quake. This now works without any texture issues and without any errors about memory.
However the Windows XP desktop is still always in grayscale when I quit the game, and it needs a reboot to regain colour. I have tried setting the desktop to 16 bit instead of 32 bit but it doesn't help (actually it makes the grayscale desktop look even worse). Do you think this might be an issue with my onboard AGP card being unable to reinitialise itself properly after the Voodoo2s give control of the screen back to it? Although like I said before the Glide demo apps included with the drivers don't have this effect - when I run those the Windows XP desktop keeps its colour.
