Well, it supports AGP 2x/4x, but in 1.5 volt. Can it be changed to 3.3 volt?

No, the chipset is not enabled for 3.3V on this particular motherboard. the good news is that a V4 will work in the AGP slot OR you could just run a V5 PCI. the speeds of both will be the same as the V5 AGP........ as long as FSAA is not running on the V4
