Enabled reporting support for the following OpenGL 4.6 SPIR-V extensions:

Enabled the following Vulkan extensions:
- VK_EXT_fragment_shader_interlock
- VK_EXT_buffer_device address
- VK_EXT_separate_stencil_usage
